“A few weeks ago Azerbaijani Government presented its position to the European Court of Human Rights(ECHR) regarding Dilgam Askerov and Shahbaz Guliyev being held hostages by Armenian side,” said Chingiz Askerov, Azerbaijan’s representative to the European Court of Human Rights, chief of the Presidential Administration’s Sector for Human Rights, ONA reports.
He stated that Azerbaijan has signed an agreement with leading lawyers of the world in related to the issue: “A very comprehensive position has been presented to the ECHR on the issue. It is the last stage of the process. After that, the ECHR should determine the hearing date and hold the hearing. Most likely the hearing will be held next year”.
Ch. Askerov noted that the ECHR will determine violations of rights of these two persons: “Later Armenia will have to implement the decision. It will be controlled by the Committee of Ministers of the Council of Europe. The result depends on the Committee of Ministers’ demonstration of its force.”
Ch. Askerov stated that Armenia may not implement the adopted decision: “However the Council of Europe has relevant influence mechanisms. We will use these mechanisms and regularly raise the issue that Armenia to implement the decisions."
