In recent days, parties and associations that call themselves democratic forces that are members of the National Council, as well as representing themselves as the chairman of the Popular Front Party of Azerbaijan Ali Kerimli and persons represented in the leadership of this organization, users of social networks who have previously committed various crimes, received illegal asylum abroad, in violation of the requirements of the Law of the Republic of Azerbaijan “On freedom of assembly”, calls were made on social networks for holding on October 19 illegal action in front of the station "28 May" Baku Metro, the press services of the General Prosecutor’s Office and the Ministry of Internal Affairs told ONA.
The appeal of the National Council in connection with the rally on October 19 from 3 to 5 pm was considered by the Baku City Executive. Due to the fact that according to clause 2 of part 3 of article 9 of the Law of the Republic of Azerbaijan “On freedom of assembly”, holding meetings in the security zones of the subway is prohibited, the city’s executive power proposed to hold a rally at the training and sports base of the Neftchi sports club in the village of Lokbatan, Garadagh district Baku city.
However, despite this, the organizers disseminated information that at this time they would hold an uncoordinated illegal action in the territory prohibited by law, that is, in front of the subway.
Recall that despite the coordination with the Executive power of the National Council on October 8 to hold a picket with 50 people in the territory between the administrative buildings of the Executive Power of the city of Baku and the State Economic University, their attempt to conduct the procession led to disruption of traffic, to fair dissatisfaction of others and at the end ends to disrupt public order. Despite this, illegal actions were prevented and appropriate measures were taken against violators of the law.
All this indicates that the goal of the PFPA leadership and the organizers of that illegal rally was not to hold a meeting, but to disturb public order in crowded places prohibited by law.
The Ministry of the Interior and the Prosecutor General’s Office say that in case of violation of public order, disobedience to lawful requirements of government representatives, disturbance of citizens' calmness, normal activities of institutions, departments and organizations, as well as traffic, all responsibility will fall on the leadership of the Popular Front Party, the organizers and participants of the action.
For this reason, these persons are once again warned that law enforcement will decisively prevent all illegal actions and that the most severe measures prescribed by law will be applied to violators, including criminal prosecution.
