Elmar Mammadyarov: “Everyone knows how Nagorno-Karabakh negotiations are going, what the plan is”

“The issue of preparing peoples for peace was discussed at the Paris Summit on January 16, 2019, as well as at the trilateral format meeting with Russian Foreign Minister Sergey Lavrov in Moscow,” Foreign Minister Elmar Mammadyarov said at the 1st-panel discussion titled “Achievements and Challenges in Delivering Concrete Results to Citizens” at the conference dedicated to the 10th anniversary of the Eastern Partnership Program, ONA reports.

He stated that some nuances were discussed very clearly: “The Armenian side always states that they have two issues: status and security. As for the status, I have been in this business for at least 15 years, and the status issue is more or less clear to all. As for security, I have such a question to them: What kind of concerns do you have related to security? There is an idea that the co-chairs should work on how to adapt the positions of Armenia and Azerbaijan. This issue is still unclear for me.”

As it was confirmed at the Budapest summit in 1994, it will be involving international peacekeepers or on the basis of other parameters we are ready to discuss? In short, we should start substantive negotiations. Meetings are discussed, meeting is held at elevator, or at other conditions… This is childish position. We should sit down and discuss the negotiating issues. We should not behave as if we do not know what we are talking about, the parameters and principles. Everyone knows how negotiations are going, what the plan is. Not only the two parties, but also co-chair countries are aware of this. Everyone knows how to solve all these. The only factor we need is political will. This political will depends on discussing the issue together more clearly."
