Citizenship of Seryakov Viktor Semyonovich, who lives in Azerbaijan for a long time without any affirmative documents and lost his sight and placed in stationary department of Guba District Central Hospital for more than 18 months, has been identified as a result of investigation of the Commissioner of Human Rights (Ombudsman), ONA reports citing Ombudsman Office.
The recognition of V.Seryakov’s Russian Federation citizenship that was born at the Vladimir city is identified as a result of the application of the Commissioner to the Russian Embassy to Azerbaijan. The return certificate has been issued in the name of the former by the Embassy for providing him with a passport. Alongside, the copy of that certificate, document about V.Seryakov’s health and other medical documents was sent to the Ombudsman of the Vladimir district after the approval of the chief physician of the Guba District Central Hospital.
Taking into consideration of the absence of relatives and living residence of V.Seryukov in Vladimir region, after the appeal of the Commissioner to the Ombudsman of the Russian Federation and Vladimir district, the issue of his reception to the “Rehabilitation Center for people without residence” has been resolved.
The issues of meeting his needs, his physical, medical and psychological situation was kept in focus during the period of his stay at the Guba district Central Hospital, the relevant measures was taken by Bahruz Afandiyev, head of Guba Regional Center of Ombudsman in accordance with the instructions of the Commissioner.
V.Seryakov was sent off to his homeland under the control of the Commissioner.
